I am having some issues with PEX16S550LP
this is a 16 port pcie to rs232 port card. I don’t have any trouble installing the drivers and the pc seems to find the rs232 ports but i cannot communicate over them?
this is a rev c card.

I am sorry about the trouble communicating over the RS232 ports on the PC. I have taken a moment to review the PEX16S550LP so that I can share a couple of ideas.
The first thing I will suggest is one of our FAQs, if you have not already found it. There are a few FAQs on the support section of the StarTeh.com product page for the PEX16S550LP. The best way to confirm the communication over an RS232 is a loopback test; here is a direct link to the FAQ:

Another thing to consider is that, while the DB9 connectors on the breakout cables included with this serial adapter are numbered, these numbers may not correlate with the serial/COM ports in the operating system.
Sometimes the ports on the breakout cable may populate in order, but depending on how the operating system recognizes the ports it is possible that they may be out of order by group or sometimes individually. In the past I have seen that some products may have a few schemes that can help with automatically identifying which ports are which, but this depends on a few factors. I do not see a clear way to do this based on the hardware used in the PEX16S550LP.
The best way to determine the ports will be to try the loopback test. In the past I have opened up a terminal/PuTTY session with each serial/COM port and created a single loopback to try the test in each Window. Then document which COM/serial port is associated with each external port.
